06 / HUMAN AUTHORITY
Detection · Evidence · Review · Authority

Human review must be engineered into the decision.

The system shows what was observed, what the model inferred, what remains uncertain, and who can accept, override, investigate, sign, or act.

The record

Different technologies, the same accountable handoff.

What human authority requires

A person in the loop is useful only when the system gives that person a real decision.

CONTEXT
See the case
Present the relevant observation, operating state, source, history, and governing rule together.
UNCERTAINTY
See the limits
Expose confidence, missing evidence, contradictions, alternatives, and conditions outside model coverage.
CAPABILITY
Know the work
Assign review to people with the domain knowledge, critical thinking, and AI literacy needed to challenge the result.
AUTHORITY
Control the action
Separate recommendation from acceptance, sign-off, publication, submission, control, or enforcement.
RECORD
Preserve accountability
Capture evidence reviewed, decision made, rationale, override, downstream action, and final outcome.
Prototype speed versus enterprise assurance

AI can produce work in minutes. Verification can still take hours.

A prototype can demonstrate retrieval, analysis, drafting, or orchestration quickly. Enterprise deployment is slower because identity, permissions, tool access, data boundaries, evaluation, exception handling, monitoring, and rollback must be engineered around it. Agent and MCP-style tool use makes that control problem more important because the system can change records, not merely suggest text.

In aviation, infrastructure, pharmacy, nuclear medicine, medical devices, and regulated submissions, an error can propagate into physical operations or an authoritative record. Human review therefore needs more than a button. It needs evidence arranged for efficient challenge and independent controls capable of detecting an answer that looks plausible locally but fails at the system level.
